A general. He was sent to Vietnam on a fact-finding mission. Comes back and meets with officials and says �A little more money, a little more technology, and a little more advisors and we can defeat the communists.�

He didn't fall for what Maxwell Taylor said. He is under the secretary of state, and the least most ranked official present. Said it was a terrible idea, more stuff would be getting militarily involved and could see 4000 troops on ground in 2 years.
