  1. Implied Power
    The powers authorized by a legal document (from the Constitution) which, while not stated, are seemed to be implied by powers expressly stated.
  2. Autocracy
    A political system governed by a single individual.
  3. Elastic Clause
    A statement in the US Constitution granting Congress the power to pass all laws necessary and proper for carrying out the list of powers it was granted.
  4. Popular Sovereignty
    The concept that political and legislative power resides with the citizens.
  5. Concurrent Power
    Powers that are held by both the states and the federal government and may be exercised simultaneously within the same territory and in relation to the same body of citizens.
  6. Eminent Domain
    The right of the state to take private property for public use; the Fifth Amendment that was added to the Constitution of the United States requires that just compensation be made.
  7. Checks & Balances
    A system for multiple parties where in each has some control over the actions of each of the others.
  8. Oligarchy
    A government run by only a few, often the wealthy.
  9. Veto
    A vote that blocks a decision.

    • A model for the governance of a state.
