    The problem was that voluntary cooperation could not solve economic problems that were hurting the country and wealthy business people.

    The solution the wealthy business people wanted, was a stronger federal government.

    The effect was the Constitutional convention, to write a new plan of government.
  4. What is an example of how a stronger federal government would help the wealthy business people?
    One example was that the weak government couldn't pay back the money is had borrowed from wealthy business people during the revolutionary war because the government couldn't collect taxes. A stronger federal government could collect enough taxes to pay back the wealthy business people.
  5. What is another example?
    Another example is that the weak government couldn't protect U.S. traders because it couldn't afford a navy. A stronger federal government could afford a navy that would protect the business interests of the wealthy traders.
