  1. What is the first stage?
    Stage 1 is gather together and discuss common problems. The Albany Congress of 1754, where the colonies discussed ways of helping Britain in the French and Indian war, is an example of stage one.
  2. What is the second stage?
    Stage 2 is occasional cooperation. The Stamp Act boycott, where the colonies cooperated in boycotting British goods, is an example of Stage 2.
  3. What is the third stage?
    Stage 3 is regular cooperation. During the Second Continental Congress, an example of Stage 3, representatives formed a new but weak central government.
