    • - Maintain social order
    • - Provide public services
    • - Provide national security
    • - Make economic decisions
  2. Characteristics of Democracy
    • - Individual liberty
    • - Majority rule with minority rights
    • - Free elections
    • - Competing political parties
  3. Government Systems
    • - Unitary System -- National or central goverenment holds key powers
    • - Federal System -- Power is divided between the national government and state or provincial governments
  4. Economic Theories
    • - Capitalism -- Emphasis on freedom of choice and indiviudal incentive
    • - Socialism -- Government owns means of production, decides how to use resources, and distributes wealth equally among people
    • - Communism -- No social classes; all property is held in common; government in unnecessary
