  1. Authorized
    • SPR GLOSSARY
    • Having been approved for specific access to or work on the power system or associated equipment by an authorized manager, identified in a local operating order, in accordance with PSSP or WPP.
  2. Clearance
    • SPR 603
    • A Clearance is a stated assurance that one or both of the following is true:
    • 1) A specified conductor or electrical equipment is isolated, and it is safe to apply Worker Protection Grounding/Bonding and go to work.
    • 2) A specified piece of mechanical equipment is isolated, and it is safe to apply blocking and go to work.
  3. De-energized

    • The normal source(s) of hazardous energy have been removed.
  4. Energized
    • SPR GLOSSARY
    • See “Hazardous Energy” - Any electrical, mechanical, hydraulic, pneumatic, chemical, or thermal energy, or force such as gravity that could potentially harm workers.
  5. Generator Control Unit

    • Synch check relays are not necessarily parts of systems that will actively work to achieve the correct conditions to achieve a successful close to synchronize a generator to a system.
    • In generating stations, an automatic synchronizer is usually supplemented with a generator control unit to:
    • - Automatically send a signal, if required, to the exciter to bring generator voltage within limits established by synchronizer settings,
    • - Automatically send a signal, if required, to the governor to bring generator speed within limits established by synchronizer settings,
    • - Automatically send a signal, if required, to the governor to provide enough slip to allow synchronizer operation, and
    • In generating stations, a synch-check relay may be used to supervise the automatic synchronizing relay.
  6. Good Catch

    • - An unsafe situation was spotted and corrected before a potential incident occurred.
    • What’s required?
    • - Report the good catch in SAP IMS or in the Good Catch App on your mobile device within 24 hours.
  7. Guarantee of isolation (GOI)

    • A means of effecting guaranteed isolation between different Operating Authorities.
  8. Guarantee of No Reclose
    • SPR GLOSSARY
    • A stated and duly logged guarantee between the PICs of different Operating Authorities that a specified conductor or equipment shall not be reclosed manually or automatically until the PIC who has received the guarantee authorizes reclosing.
  9. Hazardous Energy

    • Any electrical, mechanical, hydraulic, pneumatic, chemical, or thermal energy, or force such as gravity that could potentially harm workers.
  10. High Voltage

    • An alternating or direct current potential of 751 volts or more between conductors or between conductors and ground.
  11. Isolated
    • SPR GLOSSARY
    • Electrical Equipment: The normal sources of hazardous energy have been disconnected by opening and securing all associated switches or by making a line or bus cut.
    • Mechanical Equipment: The equipment has been rendered and secured non-operative by installing a blank in a pipeline, closing a valve, depressurizing, draining, venting, or other effective means.
  12. Isolating Device

    • A device that physically prevents the transmission or release of hazardous energy to equipment, such as a switch, line or bus cut, fuse, or valve.
  13. Live

    • Synonym for “energized.” See “Hazardous Energy.”
  14. Live Line
    • SPR GLOSSARY
    • Related to work on energized, high-voltage electrical conductors or equipment. Used in such phrases as “live line tools,” “live line methods,” and “live line work.”
  15. Low Voltage

    • An alternating or direct current potential less than 751 volts between conductors or between conductors and ground.
  16. Mimic Display

    • A representation of the configuration and status of an assigned portion of the power system, complete with device designations.

    • There shall be only one mimic display at any one time, suitably stamped with the words “MIMIC DISPLAY”.
    • 1D-06
    • The standard distribution mimic display can consist of:
    • - Electronic Mimics (EMS and POCC)
    • - Operating Drawings (PY, DOD, UDD)
    • Approved detailed mimic displays must be maintained to show device status, the isolation points and the tags applied.
  17. Near Miss

    • - An unplanned loss of control occurred but did not result in an injury because of safeguards or because the person was out of harm’s way.
    • What’s required?
    • - Notify your manager and report the near miss in SAP IMS within 24 hours.
  18. Official Log
    • 1T-12A APPENDIX 1
    • This is the log which is used by the PIC to record system operation, SPGs, Live Line Permits and Assurance of No Reclose Permits that are issued on the portion of the power system for which the PIC has Operating Authority. The PIC must sign the official log.
  19. Operating Authority

    • The right to control, as delegated by the hierarchical control arrangement, an assigned portion of the power system to: establish the conditions required for Safety Protection Guarantees, Live Line Permits
    • and Assurance of No Reclose Permits; to issue such Guarantees and Permits; and to establish work protection.
    • SIMPLIFIED
    • The person with OA has the right to hang tags.

    • Operating Orders shall define the exact location of any boundaries between areas of different Operating Authority, such as structure numbers, line disconnect switches, circuit breaker disconnect switches
  20. Operating One-Line Diagram

    • An electrical schematic diagram that displays high-voltage equipment and displays or lists the isolating devices for primary sources of energy.

    • These are electrical schematic diagrams that represent all station and transmission Level I through Level IV high voltage equipment. Operating one-line diagrams will be approved by the manager responsible for the equipment as defined in 1T-25. Approved electronic versions of these diagrams are acceptable for use by the PIC for PSSP purposes
  21. Operating Orders

    • These are formal written instructions which govern the operation of the power system and are numbered in accordance with SOO 1T-01

  22. Operating Responsibility

    • The responsibility for the operation and reliability of an assigned portion of the power system, as delegated by the hierarchical control arrangement.
    • SIMPLIFIED
    • The person with OR can work on the power system.
  23. Person in Charge (PIC)
    • SPR GLOSSARY
    • The worker who has been assigned both Operating Responsibility and Operating Authority for a portion of the power system. On a construction project, this worker is referred to as the Project Controller (refer to rule 502).
  24. Plant Alteration (PA)

    • This is a document that tracks changes to the transmission and distribution system. PA procedures are described in SOO 1T-99 and DOO 1D-01.
  25. Power System

    • All generating stations, high-voltage circuits, substations, transformers, reactive equipment, distribution circuits, and other equipment used in the production, transmission, and distribution of electrical energy. The power system can include equipment under construction.
  26. Power System Safety Protection (PSSP)

    • The constraints that must be applied to the Power System (excluding generating stations) to provide worker protection from power system hazards during prescribed work. See also Work Protection Practices.

    • The constraints required to be applied to the power system to provide worker protection from power system hazards during prescribed work.
    • SIMPLIFIED
    • The 1T-12 series of operating orders which define how the SPRs are applied consistently throughout the power system.

  28. Safety Practice Committee (SPC)

    • The purpose of the SPC is to take a proactive safety leadership role in establishing effective rules to. improve worker safety.
    • The SPC meets its purpose through the clarification, simplification and/or resolution of safety issues and by changes or additions to the Safety Practice Regulations (SPR), where the SPR shall govern all work done by or for BC Hydro and all access to its Power System. The Committee will endeavour to support and positively influence BC Hydro's safety performance by its decisions and actions.
  29. Safety Practice Regulations (SPRs)

    • The rules and instructions that govern all work done by or for BC Hydro and all access to its Power System. Every worker shall observe all of the rules that apply to his or her particular job and worksite.

    • The rules our workers must follow to meet safety policies, which are set by the SPC to meet government laws and regulations.
    • SPRs are implemented through SPG Bulletins, procedures and other notifications (Safety Directives).
  30. Safety Protection Guarantee (SPG)

    • An assurance that conductors, electrical equipment, or mechanical equipment on the Distribution and Transmission power system are isolated and will remain isolated.
    • Three types: Clearances (including Protection Extensions), Test and Work Permits, and Self-Protections.
  31. Slip
    • 2T-02
    • Slip is the difference between the frequencies on the two sides of the synchronizing breaker.
    • Slip = f1-f2
    • An automatic synchronizer requires some slip in order to determine when phase coincidence will occur. If slip is too small (typically 0.05 Hz) or is too big (> Max Slip setting), the synchronizer will not command the breaker to close.
  32. Synchronizing Facilities

    • Synchronizing facilities are installed at major stations throughout the system to facilitate the
    • closing of circuit breakers where achieving electrical synchronism between the two sides of the breaker is important.
  33. Synchroscopes

    • Synchroscopes are used for manual closing.
    • This is in contrast with Automatic synchronizers (or synchronizers) and synch check relays (or synchroverifiers) which are used for remote automatic closing.

    • This is in contrast with Synchroscopes which are used for manual closing.
  35. Test & Work
    • Same basic definition as Clearance except a Test and Work Permit is required when hazardous electrical or mechanical tests (such as Doble testing or the operation of a circuit breaker for tests) are to be conducted on a conductor or electrical or mechanical equipment.
    • Difference: Worker Protection Grounding/Bonding and blocking devices can be removed BUT shall remain in place except during the tests.
    • A Clearance is a stated assurance that one or both of the following is true:
    • 1) A specified conductor or electrical equipment is isolated, and it is safe to apply Worker Protection Grounding/Bonding and go to work.
    • 2) A specified piece of mechanical equipment is isolated, and it is safe to apply blocking and go to work.
