If a weight bearing capacity (WBC) waiver is required, who is the approval authority, and what percentage above the GDSS Airfield Detail/Giant Report can you operate if you receive a waiver?
Planners must coordinate with the airfield manager and/or appropriate airfield authority, to obtain approval to operate at WBC up to 50 percent higher than those published in GDSS Airfield Detail/Giant Report. This is referred to as the “50% rule.” For USAF airfields, approval must come from the airfield manager via the OG/CC.
IAW AMCI 11-211, AMC aircraft that will operate at weights greater than 50 percent above the WBC values published in GDSS Airfield Detail/Giant Report require a waiver from appropriate MAJCOM senior leader in addition to approval from the airfield manager and/or appropriate airfield authority (planner coordinated). For USAF airfields the approval must come from the airfield manager via the OG/CC. (ASRR 3-2.3.1)

Determine the ARFF suitability of the airfield by obtaining aircraft type, number of firefighters and gallons of firefighting agent available. Reference Table 10.3 with the data to determine the level of service. If the ARFF capability falls below the OLS category, missions are approved with crew awareness. If the ARFF capability falls below the RLS category, missions are approved with 618 AOC (TACC)/XOZ (or designated representative) approval, or OG/CC approval for unit planned missions.
