- 1. Citizens develop and idea for a bill.
- 2. Members of the State Assembly or the Senate propose the bill.
- 3. The Assembly and the Senate vote to approve the bill.
- 4. The governor signs the bill, or it can be vetoes by the governor.
- 5. If the bill is vetoes another vote can be taken. If more than 2/3 of the assembly and the senate vote to approve it, the bill becomes a law
