level 2. (appropriate additional) protective security measures shall be maintained for a (period of time) as a result of heightened risk of a security incident.
level 3 (further specific) protective security measures shall be maintained for a (limited period of time) when a security incident is probable or imminent. although it may not be possible to identify the specific target.

because these areas are of importance to the ship and cannot be manned at all times.

- He will be sweating
- He will stammer while talking

Yes. because he may plant a bomb or spray some gases into the a/c outlet.
