  1. Law passed by the Articles of Confederation that provided that the acreage of Old Northwest should be sold and that the proceeds should be used to help pay off the national debt.

  2. This stated that "colonies" in the Old Northwest would have two evolutionary territorial stages when the area would be subordinate to the federal government, then, when it had 60,000 inhabitants, it could be admitted by Congress as a state with equal privileges.
