3: Who will be notified when an oncoming EOOW feels that the watch cannot be properly relieve?

3: What should the oncoming EOOW prior to relieving the watch?
- Read the night orders and initial.
- Have watchstanders review their operation logs and ensure that they are complete.
- Not relieve if cleanliness and safety are not up to standards.
- Ensure all personnel are dressed out in fire retardant coveralls and black steel-toed boots.
- Ensure all watchstanders have proper hearing protection.
- Tour the Main Machinery Rooms (MMRs) and Auxiliary Machinery Rooms (AMRs).
- Ensure all watchstanders are carrying a rag to conduct routine wipers.

4: What are the EOOWs responsibilities?
- Responsible for the engineering plant, all engineering systems and the proper operation.
- Has authority over all engineering personnel and watchstanders, except for the CHENG.
- Responsible to the OOD and shall keep the OOD apprised of engineering plant capabilities, limitations, casualties and operations that affect propulsion or the electrical plant.

4: What are the EOOWs actions when Man Overboard is called away?
- Ccome to two engines per shaft as soon as possible and notify the OOD.
- Expect the COs Restricted Maneuvering Doctrine (RMD) to be placed in effect.

4: When is RMD set?
- During periods when GREEN BAYs employment is unusually hazardous.
- As such, it is vital that the EOOW has positive and professional confirmation from all machinery spaces that RMD is in effect.

4: When RMD is ordered, the words shall EOOW shall pass to all Engineering spaces via the X5J.
The Commanding Officers Restricted Maneuvering Doctrine is now in effect. No routine or preventative maintenance shall be conducted and no change in any equipment line-up shall be made without the permission of the Engineering Officer of the Watch. All spaces acknowledge fore to aft.

4: What actions to take after RMD is passed to all Engineering spaces?

7: What should be logged during a casualty?

- All shifting of equipment
- All open and inspect evolutions, as well as close-out inspection results, to include the name and rank of the witness - normally the CHENG.
- All items requiring CO approval
- Any deviation from normal operating procedures due to operational necessity shall be logged after receiving orders from the Commanding Officer.
- All dry bulb temperatures that trigger a heat stress survey will be logged as well as the results of the subsequent WBGT and follow-up survey.
- Any UNSAT lube oil samples and all fuel oil service tank sample results will be logged.
- Any deviation from normal operating procedures authorized by the CO.

8: What is the EOOWs responsibilities regarding Logs?
- Review and initial logs as required, and conduct spot checks.
- Evaluate any unusual conditions reported by the Watch Supervisor.
- Verify that any actions taken by the watch to resolve discrepancies are correct and properly documented.
- If any unusual conditions exist, the EOOW will inform the Chief Engineer and make recommendations as to required repairs.
- In the event the affected equipment or system must be secured or isolated, the EOOW will personally supervise the shifting of equipment or changes in system alignments as necessary.

8: Who and when will the ICAS should be reviewed?
Reviewed by LPO, LCPO, MPA or DIVO prior to 1900 daily.

9: The CO shall be notified on what items?
- Of material casualties that effect GREEN BAYs mission and/or current assignment and correction of such casualties.
- Potable water percentage falls below 70 percent.
- Whenever the commencement or completion of exercises, drills or evolutions approved by the CO will not be started on time, are cancelled or stopped due to casualties, etc.

- Transferring any fuel or shifting fuel tank suctions during special evolutions or in restricted maneuvering.
- Swing test of the rudders and steering checks.

- Any flammable liquid transfers inport or underway.

9: OODs permission is required for what items?
- Commencing ECC drills.
- Disabling machinery for repair.
- Starting or stopping any diesel engine (non-casualty related).
- Clutching in an engine to a main propulsion shaft (noncasualty related).
- Adjusting the ship's trim using fuel, lube oil, or potable water tanks.

9: CHENGS notification is required for what items?
- When repairs are completed to a major system or piece of machinery.
- When a major piece of equipment is tagged out for PMS, including MPDEs or SSDGs.
- When a flank or a back-full bell is ordered.
- When the RMD is placed in effect.
- If a fuel service tank drops below 50% (except inport when the next fuel transfer is scheduled).
- When potable water drops below 75% and every 5% thereafter.
- When there is an UNSAT lube oil, fuel oil, hydraulic oil, jacket water, central fresh water or potable water sample.
- When the CO is touring the Main Spaces.
- When a stern tube seal develops any leakage.
- When any blow-in door opens on a running engine.

- When propulsion control is shifted away from the Bridge or steering control is shifted to after steering.
- When any EOCC controlling or immediate actions are in response to an engineering casualty.

9: CHENGs approval is required for what items?.
- Starting of SSDGs, and shifting to ship's power IAW Lightoff Orders signed by the CO.
- Close-out inspections on MRG sumps or access covers, diesel engine sumps, line shaft bearing sumps or access covers, and any tank or void.
- The results of these inspections shall be reported to the CO and entered in the Engineering Log. In the absence of the Engineer Officer, the CO may authorize via letter of instruction the MPA or other qualified person to perform these duties.
- Transfers of any flammable liquid while inport. All transfers require a Transfer Memorandum, watch bill, system diagrams, pre/post TLI levels, amount to be transferred and any required checklist for evolution.

- If inport fueling or transfer is required, the evolution shall be conducted during daylight and normal working day hours with fully qualified watch team aboard.
