What is NMI?
Neuromuscular incapacitation is a direct involuntary contraction of the muscles that disrupts neuro-muscular control, affecting the motor, sensory and nervous systems within the body.

Common effects of NMI
- Subject can fall down
- Yell or scream
- Involuntary muscle contractions
- Subject may freeze in place

Operation:
- Single trigger pull and release discharges a 5 second cycle

Maintenece and care
- Avoid dropping
- Check battery
- Store with cam inserted
- Check expiration for cartritdges(5 years)
- Secure in holster

Cartridge for NSWPF
- XP 25

- Live cartridge
- Training cartidges fire 6.4 metres and are blue with blue doors, can drive stun but probes dont conduct.
- Orange cartridges are complety inert
- Inspect make sure blast doors are attached, no cracks, locking tabs are not
- compressed, expiration date, they last for 5 years.
- Top probe is always hirizontal, bottom probe is angled down at 8 degrees.
- For every 2.1 of travel it spreads 0.3 metres.
- NSW police training probe is short while the operation probe is longer
- Wires are steel with insulated coating, can break easy, inadvertant
- contact can get you zapped
- Tell partner to watch wires
- Avoid crossing wires with other tasers

Hazardous practice
- Accidental discharge of taser
- Reckless pointing or aiming at another officer
- Failing to properly store and secure taser
- Convering the lens of tazercam
- Any action or inaction deemed hazardous by a taser review pannel.

Modes of use
- Draw and cover, drawn from holster and pointed at a subject.
- Drive stun, direct contact. If one probe makes contact you can complete the circuit with a drive stun. Leave cartridge on when drive stunning.
- Not to be used for pain compliance

Criteria to draw and cover
- Do not draw your taser, point of aim it unless you are likely justified to use it
- Continue to assess environment to see if justification for the taser still exists
- Ensure CEW is armed and pointing at subject so camera can record.
- Comply with all firearm safety procedures

Criteria to discharge
- Protect human life
- protect yourself or others where violent confrontation or violent resistance is occuring or imminenent
- Protect officers in danger of being overpowered or to protect themselves or another person from the risk of actual bodily harm
- Protection from animals

Conducted electrical weapons are designed to use propelled wires or direct contact to conduct electrical charge to primarily affect motor function and/or sensory nervous system.

A Taser should not be used in any mode:
- For any other investigative purpose.
- Near explosive materials, flammable liquids or gasses.
- Where there is a likelihood of significant secondary injuries (elevated positions)
- Punitively for the purposes of coercion or as a prod to make a person move
- Passive non compliance
- Refusing to move or offering little or no physical resistance
- Refusing to comply with police instructions
- Acting as a dead weight or requiring an officer to lift, pull, drag or push them in order to maintain control
- to rouse an unconscious, impaired or intoxicated person(s)
- to target known pre-existing injury areas of a subject
- Crowd control measure such as crowd dispersal.
- when the subject is holding a firearm.
- against a mental health patient solely to make them comply or submit to medication or treatment.
- Unless it is in the performance of the officers duties or at an approved weapons training day

Taser should not be used unless exceptional circumstances exist:
- Against a person who is handcuffed
- Against a female suspected on reasonable grounds of being pregnant.
- on an elderly or disabled person(s)
- on a child or person(s) of particularly small body mass
- against the occupant(s) of a vehicle or the operator of machinery.
- against a subject that is fleeing.
- drive stun for pain compliance.
- Using the Taser in a prolonged fashion (holding trigger down > 5 second)

After 3 cycles police must reconsider the effectiveness of Taser device as the most appropriate tactical option and must consider alternative Tactical Options to resolve the situation.

Subjects should be allowed time to comply with police instructions (as is reasonable in the circumstances) before discharging the CEW. All instructions should be clear, concise and reasonable

Optimum range: 2.1-4.5 metres

If Taser Cartridge is a “dud,” keep device aimed at target while placing the X26 on SAFE

Is the suspect reacting?
- Look AND listen when evaluating the effectiveness of a Taser application
- No reaction, no change in subject behaviour or loud arching of the CEW, could indicate poor or no connection, minimal probe spread, or low muscle mass contact
- Suggested tactical considerations:Reload and target a different area (depending on situation)Drive-stun with a cartridge in place
- Consider other force options & be prepared to transition
It is essential that the operator assess the situation then instruct the back up officer to restrain the subject during the cycle.
