    • Fleet and Type Commanders- Ensure participation in SMS, reviews OCCSTDS
    • Navy Manpower Analysis Center- ensures SMS surveys are conducted; OCCSTDS are issued in a timely manner.
    • NETC- develops and implements training to meet needs.
