    an evaluation of need seeks to identify an measure the level of unmet needs within an organization or a community.

    First step before any effectiev program planning can be made.
  2. Formative Evaluation
    Less threatening because programs aren't being ended/intensely changed.

    Used to form a program. Can strengthen plans for service and their delivery in order to improve teh outcomes of programs or to increase the efficiency of programs.

    Not concerned with testing the success of a program
  3. Summative Evaluation
    Serious type of evaluation

    Helps decide if a program should be started, continued, or chosen from two or more alternatives. Resulrs convey a sense of finality.

    Program could be shut down.

    purpose is to maintain the quality of a program. monitors...quality assurance.

    To see if the program works.

    Statement of purpose; explains what the agency is about/why it exists; often stated in vague terms.
  9. What do Goals do?
    Specify a program's direction based on values, ideals, political mandates, and program purpose. Provide the focus, orientation, and direction.
  10. What do Objectives do?
    Are specific and precise; allow us to measure progress being made towards teh achiement ofa goal. Should have a single goal that is easily verifiable.
  11. What are proximal outcomes?
    Data collected during a program.
  12. What are distal outcomes?
    Data measured after program completion. It's the outcome of the program (Outcome evaluation)
  13. What is quality assurance?
    Another basic form of evaluation that determins compliance with standards. Different than monitoring because it's usually refers to meeting minimum standards.
  14. Internal Evaluators
    evaluators employed by the agency in order to perform formative and quality assurance evaluations.
  15. external evaluators
    Employed by the government or regulatory agency OR a private research firm.

    More likely to be employed for summative evaluations
  16. Goal Attainment Scale (GAS)
    questionnaires rated on 5 point ordinal scale.
